DILEMA INTERAKSI BIROKRASI DENGAN INSTITUSI POLITIK FORMAL DALAM UPAYA REFORMASI BIROKRASI

Abstract


Interaction with formal political institutions puts bureaucracy in a dilemmatic position. On the one hand, bureaucracy involved in politics disrupts public services because of the tendency to take sides. On the other hand, the Bureaucratic Reform Policy is a decision made by actors from formal political institutions. This dilemma is experienced in Indonesia's Bureaucratic Reform Policy which faces internal and external resistance. The internal obstacle is a bureaucracy that is comfortable and unwilling to change while from the external is the interest of political actors who want to manipulate the bureaucracy. Therefore, formal political institutions need to improve their power resources in order to have strong bargaining power and the bureaucracy needs to strengthen its commitment to the principles of transparency and accountability in order to create a complementary relationship.
