social security protection for workers in Indonesia. In this case BPJS Employment has the duty and authority to invite workers in Indonesia to get social security protection. Social security has become a necessity for the people of Indonesia as a preventive measure by becoming a participant in the BPJS Ketenagakerjaan social security program. This research will discuss how the implementation of the communication strategy implemented by BPJS Ketenagakerjaan in increasing non-wage sector participation. The research method uses qualitative based on the results of observations and goes directly to the field. The theory used by Arifin in his book Communication Strategy and Wheelen and Hunger. The results of the study show that the communication strategy to the community and participants who are not wage earners has fulfilled the communication strategy according to Arifin in his book Communication Strategy and Wheelen and Hunger, namely message preparation strategies, strategies for assigning communicators, strategies for determining physical context, strategies for achieving effects and program implementation, budgets and procedures. So that it gives a good impression in the eyes of the participants and finally wants to register for the BPJS Employment social security program.
